It's a Cooper's Hawk!

The long tail and reddish barring make it an adult Cooper's/Sharp-shinned. Since it's an adult, we can look at the dark cap contrasted with the paler neck to support Cooper's. The blocky head support Cooper's of all ages.

Note that this is likely a younger adult, because the eyes have not changed to red, which can take longer than the plumage transition.
